Encoding is not encryption
Base64 is not a security measure. It is a way of representing data as text.
Anybody can reverse it instantly with no key, because there is no key. It appears in security contexts constantly, most notably in Kubernetes secrets, and it reliably creates an impression of protection. Encoding changes the representation; encryption changes who can read it.
