Exceptions

An exception is a risk acceptance that skipped the paperwork.

Somebody decided the rule would not apply here, for a reason that was probably sound at the time, and unless it is recorded with an owner and an expiry it becomes permanent and invisible. A register full of exceptions is at least honest. A programme with no exceptions recorded is not a programme without exceptions.
