Key rotation cannot undo past disclosure
Changing a key stops future misuse. It does not retrieve anything already decrypted or protect traffic already captured.
If somebody recorded encrypted traffic and then obtained the key, rotating afterwards changes nothing about what they already hold. This is exactly the gap forward secrecy closes, and it is why disclosure has to be treated as permanent for anything already exposed.
