Risk quantification

Putting money and probability against a risk forces the assumptions into the open, which is most of the benefit.

The number itself is uncertain and arguing about it is productive, because the argument is about the assumptions rather than about whose intuition is stronger. Qualitative scales let high and medium mean whatever each person needs them to mean, which is why two people can agree on a rating and disagree completely about the risk.
