Embedding somebody security-minded inside a delivery team works when they have time, backing and a route to expertise.

Without those it is a title that adds an expectation to somebody's existing job. Done properly it scales a small security team by putting judgement where decisions are made. Done as a poster campaign it produces a list of names and no change.
