Standards
Policy says what must be true, a standard says specifically how, and a procedure says what to do step by step.
Conflating them produces either policies so detailed they are obsolete in a year, or policies so vague that nobody can tell whether they are being followed. The separation exists so that the enduring statement can stay stable while the technical specifics change underneath it.
