Uncertainty
Not knowing something and something being genuinely variable are different problems with different remedies.
The first can be reduced by gathering information. The second cannot, and has to be managed with margin and resilience. Conflating them produces either endless analysis of something irreducibly random, or false confidence about something you could simply have gone and found out.
