Authentication

Authentication is proving you are who you say you are. A password, a fingerprint, a code from your phone.

That is all it does, and the limit matters. Proving who you are says nothing about what you are allowed to do. A cleaner and a surgeon can both walk into a hospital with a perfectly valid pass. Whether either of them should be reading your medical notes is a different question, answered somewhere else.
