Incident roles reduce decision collisions
Without defined roles, a serious incident has several people making overlapping decisions and nobody making the decisive ones.
An incident lead who is not also doing the technical work, somebody handling communications, somebody keeping the record. It feels like overhead on a small incident and it is what stops a large one turning into a crowd. The roles matter more than the titles: the point is that each necessary job has exactly one owner.
