What to restore first is a business question that keeps being answered by technical convenience.
The easiest system to bring back is rarely the one the organisation needs most, and without an agreed order the sequence is set by whoever is shouting or whatever is simplest. Establishing the order in advance, against what the business actually cannot operate without, is the point of the planning exercise.
