Resilience includes people and suppliers
Plans assume people are available, and during a genuine crisis some of them will not be.
Illness, holiday, the incident affecting their own household, or simply the fact that one person knows how the restore works and they are on a flight. The same applies to suppliers, who may be dealing with the same event. Resilience that depends on a named individual being reachable is a plan with a person-shaped single point of failure.
