Removable media is how updates, diagnostics and vendor tools ordinarily cross into an isolated environment.

That makes USB the standard route across the air gap, used deliberately and routinely by people doing their jobs. Several of the best-documented industrial incidents travelled this way. Banning it does not work because the work still has to happen; controlling it, with scanning stations and issued devices, does.
