Security budgets get argued for in the language of fear, which works once and corrodes credibility.

Each year the threat must be more alarming than the last, and eventually the audience discounts it. Arguing in the language of decisions, what this buys, what it costs, what it does not cover, is slower and survives contact with a finance director who has heard the fear version before.
