Data ownership
Every dataset needs somebody accountable for decisions about it: how it is classified, who may reach it, how long it is kept.
Without a name, those decisions default to nobody, which in practice means the most permissive answer persists. Ownership is the unglamorous prerequisite for almost every other data control, and the one most likely to be recorded as "the business" or "IT" and therefore to be no one.
